What the Affordable Water Now Legislation Does
-
Caps water bills based on household income
-
Forgives past-due water debt for participating households
-
Protects families from water shutoffs, with added protections for children, seniors, pregnant people, and those with medical needs
-
Requires transparency from water utilities
The cap applies to drinking water, sewer, and stormwater services.
Costs to improve our water system have been passed to Michigan families, resulting in a nearly 40% increase in water bills since 2010.
WHO WE ARE
A Real Solution to Michigan’s Water Affordability Crisis
(H.B. 4555, 5170–5173)
Water bills in Michigan have risen by 40% on average since 2010—and by up to 320% in some cities. Families are paying more for a basic necessity, even as household costs continue to rise.
Affordable Water Now creates a permanent, income-based solution so families can afford water and utilities can improve long-term stability.

Why This Works
Income-based water billing is already working. In cities like Philadelphia, collection rates increased significantly after implementation—showing that when water is affordable, people pay their bills.
Shutoffs are costly and ineffective. Affordable Water Now keeps water on, reduces debt, and strengthens communities.
